The Commission decided on May 10th 2006 to send all its proposals and consultation papers to national parliaments directly so that they can be consulted on them.
That gem suddenly appears on page 9 of the pompously and bizarrely entitled "Communication from the Commission to the European Council - A Citizens' Agenda, Delivering results for Europe" (COM(2006)211 final). What the document actually states is:
"The Commission wishes to transmit directly all new proposals and consultation papers to national parliaments, inviting them to react so as to improve the process of policy formulation."
The European Council of June 15/16, 2006 "welcome[d]" the Commission's decision in the Presidency Conclusions at point 37, page 14 and asked the Commission "to duly consider comments by national parliaments - in particular with regard to the subsidiarity and proportionality principles."
