Michal Gal's proposal is - as far as I remember - similar to what has long been provided for (should be checked if that is still the case) by Israeli competition law, i.e. a mechanism whereby (i) operators post info on their market position to the antitrust agency and (ii) the antitrust agency in turn publishes a list of monopolists.

Note that this is not far removed from the EC telecoms framework where NRAs build lists of SMP players.
