Civil Service Tribunal: Instructions to the Registrar
After its new Rules of Procedure we noted a short while ago, the Civil Service Tribunal has issued "Instructions to the Registrar". They concern the organization of the Court's Registry and how the docket is managed.
These "Instructions" are similar to those of the Court of First Instance we noted here.
Except that there is no provision at all for any semblance of public access to the file.

any thoughts on whether this is simply a procedural error/overlook, or rather a reflection of the supposed democratic deficit within the EU?

Probably neither. The cases before the Civil Service Tribunal are labor disputes between employer and employee: Is the employee entitled to a pension, is the same-sex partner entitled to an allowance on the death of the official, should that extra dose of radiation teatment for cancer be reimbursed ? That kind of thing. In some cases the name of the applicant is not revealed in the judgment.
Thus, lack of public access to the files may stem from a concern to protect the privacy of the individuals and relatives involved.
